Blogger Alhim Won Her Lawsuit Against PlayCity: Everything You Need to Know
Ukrainian blogger Anna Alkhimova (Alkhim) won her lawsuit against “PlayCity”—the state agency that regulates the gambling and lottery sector.
The decision to impose a multi-million fine on the blogger for violating gambling advertising laws was ruled unlawful and overturned by the court.
What was the nature of the dispute?
Back in December 2025, “PlayCity,” the Ukrainian state agency that regulates gambling and lotteries, issued a decision imposing a fine of 4,800,000 hryvnias on Anna Alkhimova. The reason was a violation of the Law of Ukraine “On Advertising” in the context of organizing and conducting gambling activities.
Anna Alhimova appealed the agency’s decision to the Dnipropetrovsk District Administrative Court.
On June 16, 2026, the judge announced the introductory and operative parts of the decision:
- Anna Alkhimova’s claims were granted in full.
- The decision imposing a fine of 4.8 million hryvnias was deemed unlawful and overturned.
- A court fee of 16,640 hryvnias will be collected from PlayCity’s budget and paid to the blogger.
The full text of the decision is currently being prepared, after which the defendant will be able to appeal it to the court of appeals.
